Reporting Period: 2010

Environmental Metrics

ESG Focus Areas

  • Environmental
  • Social
  • Governance

Environmental Achievements

  • Intends to achieve LEED certification for the project. LEED strategies include use of locally sourced materials, recycled building materials, low-flow plumbing fixtures, reflective roofing, and glazing to reduce energy consumption.

Social Achievements

  • The MSRF would replace outdated and inadequate facilities and reduce overcrowding, reducing potential risks associated with overcrowding (assaults, lawsuits, etc.).
  • The project would enable the Sheriff’s Office to carry out its mission to protect life and property and preserve public peace.

Governance Achievements

  • The proposed jail must meet the Minimum Standards for Local Detention Facilities as contained in Title 24, Part 1, Section 13-102 and Part 2, Section 470A of the California Code of Regulations (CCR). The Corrections Standards Authority will review the project’s architectural plans for conformance with these standards.

Climate Goals & Targets

Environmental Challenges

  • Overcrowding in existing correctional facilities (operating at 132-144% of capacity).
  • Outdated and inadequate facilities.
  • Soil and groundwater contamination at 70 Chemical Way, requiring RWQCB and DTSC approval.
  • Potential for soil gas migration requiring a soil vapor extraction system.
  • Portion of the site within the 100-year floodplain.
  • Potential for increased flooding due to sea level rise.
Mitigation Strategies
  • Construction of a 768-bed Maple Street Replacement Facility (MSRF).
  • Site Management Plan (SMP) to address soil and groundwater contamination.
  • Passive vapor extraction control system to manage soil gas migration.
  • Raising portions of the site with fill to mitigate flooding.
  • Design and construction measures to mitigate seismic hazards (ground shaking, liquefaction).
  • Design measures to mitigate increased flooding risks associated with sea level rise.
