  • Increased expenditure on fuel and purchased power due to increased operation of oil-fired power plants and rising fuel prices

Mitigation Strategies
  • Restarted operation of hydropower and thermal power stations
  • Took power from the Kitahon-HVDC Link and gained cooperation from Hokkaido residents in saving power
